PORTUDE Crude Oil Storage & Lifting

PORTUDE by Argowells Group proposes independent crude oil receiving, storage and marine lifting arrangements in the Sines area of Portugal. The proposed pathway would connect Nigerian producers with International Buyers and their Nominated Lifters, subject to feasibility, commercial agreements and regulatory approvals. No terminal access or operating capacity is secured or offered.

Our Vision

A proposed gateway for Nigerian crude oil.

PORTUDE proposes receiving Nigerian crude shipped to Portugal, arranging independent storage and inventory management, and coordinating collection by Nominated Lifters following verified authorization. An International Buyer is the purchaser or otherwise contractually entitled party; a Nominated Lifter is the nominated collecting party or vessel. PORTUDE is not primarily a crude purchaser, trader or refinery, and this model does not assume PORTUDE acquires title to the cargo.

What we propose

Proposed infrastructure and inventory services.

Crude oil storage →
01 / RECEIVING

Proposed marine terminal access

Proposed coordination of crude discharge and outbound loading through suitable facilities, subject to feasibility, operator agreements, vessel acceptance and regulatory approvals. No terminal access is currently represented as secured.

02 / STORAGE

Proposed segregated crude storage

Proposed dedicated or contracted storage arrangements for producer inventories and compatible crude grades, subject to engineering feasibility and future agreements. No available capacity or confirmed tariffs are advertised.

03 / CONTROL

Proposed inventory assurance

Proposed tank measurement, sampling, movement records, reconciliation and independent quantity and quality verification. Procedures, providers and responsibilities would be defined by future agreements.

The PORTUDE model

From production to authorized collection.

  1. STEP 01

    Producer supply

A Nigerian producer would establish export permissions, cargo documentation and contractual supply arrangements. Title and risk would be governed by the applicable contracts.

  2. STEP 02

    Shipment

The cargo would be shipped to Portugal under agreed transportation, insurance and terminal-nomination arrangements, subject to export and receiving permissions.

  3. STEP 03

    Storage

An accepted cargo would be received, measured and recorded under agreed custody and inventory procedures. The physical custodian and operator would be identified by contract; storage would not itself transfer title to PORTUDE.

  4. STEP 04

    Authorization and verification

Cargo ownership or contractual entitlement, quantity and quality, release authority and nominated collection arrangements would be checked before release.

  5. STEP 05

    Nominated lifting

A Nominated Lifter would collect only the authorized cargo, subject to terminal acceptance and loading procedures. Collection and title transfer are distinct events governed by the applicable contracts.

Concept design of PORTUDE Zone at the Port of Sines
The infrastructure vision

PORTUDE Zone: proposed development in the Sines area.

An illustrative crude storage and petroleum logistics concept in the geographic context of Sines. Proposed facilities, marine interfaces and corridors are subject to feasibility, agreements and approvals. The concept does not establish terminal access, land allocation, tank ownership, pipeline rights or port concessions.
