International Buyer & Lifter

A proposed pathway for International Buyers and their Nominated Lifters to verify entitlement and coordinate authorized crude collection in Portugal. PORTUDE remains a proposed development, subject to feasibility, commercial agreements and regulatory approvals. No operating inventory, storage capacity or terminal access is offered through this website.

International Buyers and Nominated Lifters

An International Buyer is the party purchasing or otherwise contractually entitled to the crude oil. A Nominated Lifter is the party or vessel nominated under the applicable contracts to collect the authorized cargo. These roles may be held by different parties. Vessel nomination or operation does not, by itself, establish cargo ownership or independent authority to transfer title or authorize release.

Applicable laws and due diligence

Proposed arrangements would be subject to applicable laws, contractual entitlement checks and due diligence.

Storage inventory availability, when operational

If the proposed development becomes operational, cargo enquiries would depend on inventory records, the entitled party's instructions, relevant contracts and actual operational availability. Inventory held in storage would not automatically be for sale or available for collection. PORTUDE does not currently advertise available crude inventory or storage capacity.

Independent quantity and quality verification

Appropriately appointed independent inspectors could verify quantity and quality under agreed sampling, measurement and reporting procedures. Appointment, scope, payment, reliance and dispute procedures would be established by contract. Quantity and quality findings would not replace verification of ownership, entitlement or release authority.

Vessel nomination

The applicable contracts would identify who may nominate the collecting party or vessel. Vessel details, authority to act, suitability, terminal acceptance and readiness would be reviewed before any loading commitment. A nomination is not a cargo-release authorization and does not establish ownership.

Cargo-release authorization

Release would require verified instructions from the contractually authorized party or agent and satisfaction of agreed documentation and control conditions. The cargo, quantity, collecting party and vessel would need to match the authorized release. PORTUDE would not independently transfer title or release cargo merely because a vessel has arrived or a buyer has made an enquiry.

Marine lifting coordination

Proposed coordination would align storage records, release instructions, inspection arrangements, terminal procedures and vessel readiness. Actual loading would remain subject to agreements, operator approval, applicable permits and safety requirements. Vessel acceptance, loading dates and turnaround times are not guaranteed.

Development status

PORTUDE is a proposed development, not an operating terminal, crude seller or confirmed inventory marketplace. All commercial, custody, title, release and compliance arrangements remain subject to contract and legal review.

Concept proposal only. Subject to feasibility, commercial agreements and regulatory approvals. No operating facilities, secured concessions or signed partnerships are represented.
